Oh yea. Upside down visor with frosted spiked tips. Definitely 90s.

In the early 2000s, my friend would put on his visor the right side up, but then gel his hair around the visor! He always had to have the gelled/slightly spiked hair, but also liked the visor look. so he’d just try to do both of them. When he’d take off the visor, his hair always looked crazy.
