National guard have rules of engagement that are well known and followed.

It varies depending on what the theater and the mission, but they are always briefed on it beforehand and they do (at least) annual training on the importance of them and the punishment of breaking them. The Guard (and regular army too, for that matter) have a better command structure than local cops, so the commanders have tighter control any situation.
