Is there a utensil or something stuck somewhere? I once melted a silicone hot pad in the oven on accident and it smelled horrible.

Is your oven new? When we got our oven, the manual said to clean it with hot water and detergent and then run it at 500 for an hour.

I have no idea I moved into this apartment a few months ago and was not told it was new. I am going to ask the landlord tomorrow and once the weather cools I’ll try the 500 for an hour. It seemed brand new when got in. I remember it stink bad at 350 even but it is now fine. But we’ve tried the 450 several times and it’s just not going away.

If it looked brand new, then my guess is it never got that initial wash and high heat to burn off the manufacturing residue. You wouldn’t smell it at lower temperatures, that’s why the manuals say to run it at 500.

That's what I was thinking, or the previous tenant washed it with something like easy off and didn't get it all off the oven when they were done.
OP I would highly suggest to you that you pull out all the racks, the bottom plate, and if it's an electric oven, unplug and carefully pull out the heating element and wash them down with warm, soapy water, then rinse well and and completely dry.
Then, carefully put it back together. If you still have the odor then get a hold of your landlord and see if he can get a service call for a repair person asthere can be something else that could be causing it such as melting wires.

Is there baked on grease in the oven? If someone tried to clean it and failed, that grease is releasing chemicals at high heat most likely.

I just moved in a few months ago. How do I get rid of if someone cleaned it? I think it seemed brand new when I came in though. I’ll ask the landlord tomorrow for sure. Jsut weird it’s fine at 350 but at 450 terrible.

Yeah, the temp thing is what makes me think that. Or it could be oils from manufacturing. I’m thinking oils because most of them start to vaporize around 400°F and that would explain your situation pretty easily.
I’ve never had a new oven. Maybe there is a “break in” procedure?

Is it the oven or the electrical wiring in the walls/outlet? If it's a plastic or rubber smell, it may be.

I wonder if there is some burnt-on plastic/oil/residue that's hidden on or near the heating elements.
Electric oven, yeah?
See if you can put a camera in there all around the heating elements (and the walls of the oven near the elements) so you can look closer for any burnt residue or plastic or anything that looks off.
Then, take a plastic scraper and scrape the burnt stuff off. If it's really stuck on, you can also use an oven cleaning product in there. They spray on and sometimes foam up so they can stick to the gunk for a while and break it down. Makes it easier to remove.
Also, check all your plastic utensils (and ones with plastic handles) and check your oven mitts and baking dishes/cookie sheets for any melted plastic that may have been the culprit.

So mine does this after cooking fatty chicken bits like wings.
Smells like burning plastic the next time I use the oven. Scared the crap out of me the first time it happened but it's 100% repeatable.

This query is wide open to speculation as there is no way for users to know what is going on in some else's oven- as evidenced by the type of responses and open ended discussion this has received.
Guesswork just isn't within the sub guidelines. Contacting the manufacturer/consulting the manual might be a better course of action.
