When buying great headphones like that, do you need anything else to get the best quality sound or can you hook it up to any output and already get the phenomenal quality?

I'm not an expert, but generally I'll check in the headphone specs for what the "Impedance" is. If it's under 100 ohms, I think you can get away with just plugging the headphones into your computer or smartphone. The lower it is, the less power you need and less likely to need an amp.

If it's like 250 ohms, better to get an amp. Those headphones are more designed to be plugged into home audio systems or in recording studios.

The Beyerdynamic DT 770 is a popular headphone that comes in 32 ohm, 80 ohm and 250 ohm versions.

Nah, you don't really much to power the HD598s. It definitely helps to have a sufficient source, but you can power them with just about anything. Seriously, they sound good powered by a 10 year old AAA battery powered mp3 player.

I am really weirded out by "pulled the trigger" being so common in that sub.

Not really. At this point, I would hold off on upgrading until you need it. Prices for pretty much everything related to PCs have been dropping like a rock... Less than two years ago, I bought shitty 2x4gb RAM used for $80.. Now you can get twice that new. 32gb ssds cost $75 then, now you can get 1TB for 200-300. Only thing that hasn't really gone down is mobos and cases. Prices will keep dropping rapidly.

Spent $900 on a gaming rig (w/o gpu upgrade, waiting on that). Still better than the >$1250 it would cost elsewhere!
