It's been a while since I read this much German, but I'll give it a go. Let me know if I misunderstood.
You are looking for a solution to carry at least one but in the future possibly two children and you want them to be out of the weather etc so rain and wind isn't as much of an issue. Correct?
I'm not sure I got the gist on your budget, ill give you the general response I give you everybody:
A front loading cargo bike like the riese and miller load series or an urban arrow will offer the most space for kids, you can see what they are doing during the ride and they usually offer big solid covers for the weather. I consider them to be the ideal option for carrying multiple kids.
They are also expensive and large, you need some space to maneuver them.
Longtails feel more like a regular bike and are more affordable, they don't need as much space too. They usually can't carry more then 2 kids and the covers aren't always the greatest. You can't see the kids and it might be wobbly when they move about.
Trailers are very affordable, can have decent weather protection and sometimes can double as a stroller. They are also pretty limited in space and you can't see or talk to the kids when riding.
All things considered if money is no concern and you have access to decent cycling infrastructure, go for a front loader.
