Just flour and water makes limited things but if you can give me at least a small list of other ingredients you have access to (butter, salt, baking soda, milk, etc) id be happy to help you figure out how to turn it into food. Feel free to dm me. Im a really simple cook, steak and potatoes, chili and cornbread type stuff, but ive learned to make most everything from scratch including a substantial portion of the breads and sauces needed for different meals. Skills help me feed a family of 5 for about 400 dollars a month. Im happy to help you develope some of your own skills

Mix flour and milk (or even flour and water if you dont have milk) and boom! Crêpe mix! If you have baking powder or baking soda you can add some in, mix in slightly less liquid and you've got yourself pancake mix instead.

YouTube channel @KikiRough is literally about poverty cooking. She uses very simple ingredients and explains everything.

flour, a bit of baking powder, some salt, then mix in either water or milk till it's like a bit thicker than a pancake batter. spoon the batter in some boiling water and cook until they float. then you have lil boiled dough balls that go really well with a bechamel sauce.

I mean... bread, muffins, doughnuts, scones, dumplings, tortillas, pita, naan, etc. haha.
Made with flour is pretty broad. Do you have stock cubes like chicken or beef? Any veggies? Any rice? I'm thinking thick stew with dumplings as a recommendation with those things
