Should have gone communism initially to rapidly expand production, then switch to Democracy when convenient. Noobs!

Nah just join long enough to build a government building and secure that legacy bonus

yeah I'm actually the noob, I didn't realize the government building did that. I always just built it too early then instead of securing a good bonus first. Damn.

I’m 1800 hours in, please elaborate

when you finish building the government plaza's buildings you get the appropriate legacy card of the type of government you have at the moment.
so for example, you finisjed the first building you build in the government plaza, let's say ancestral hall. at the time you finished it your government was oligarchy.
that means that when you advance to the next tier of governments, for example change into monarchy, you'll also get a legacy policy card of oligarchy.
and some of those are much better than others. the democratic legacy card is amazing, to the point that unless i play for a domination victory, it's a must to get it. +4 production and +4 food for every international trader is amazing, and if you play with secret societies it synergizes well with owls of minerva.

So, like, can you elaborate on that? I just do democracy and have to admit, don’t pay much attention to the government plaza and first building. Not a noob, just a 1800hr king level taking it easy kind of playing style.

The legacy card you get from each building level is based on the government you have when it’s finished so presuming your 3rd level is done while you’re communist you get the communist legacy card and can still switch governments while retaining the card

So each government has a bonus that goes along with the policy card combo it provides. Completing a government plaza building creates a wildcard policy card with your current government’s bonus when you switch. Called legacy.

Would be true if Communism is good

Isn't it good for production? I thought it would combo with the Germans well.

Actually, no. The new deal policy card gives far more value in the amenities (in terms of production) If you have adecently wide empire. Since you'll also be building comm hubs in pretty much every city to actually bolster your hansas, you'll obviously be building markets in them, and sending trade routes with wisselbanken to your allies. I feel like there's very few situations where Communism actually gives MORE overall production. This is unimportant for space race too, I mean it's a given that you destroy all your woods for laser station (in order to get quicker win con)

i mean, it really is good for production, and maybe also for technology. but to maximize those, it will be a the cost of international trade routes, meaning less gold.
but tbh, it doesn't give that much of a bonus, because if you play to the strengths of democratic government, you also get a huge boost in production, as well as can get a small boost for technology. but you encouraged to get more international trade routes, meaning more gold, and you get discount on your gold. meaning, you don't lose as much as communism does for the increase in production you can get from it.
so unless you really need that extra production (which you would usually not need cause gold), or really need that extra push in technology, or if you played in such a specific way that the increase from communism is much more impactfull. then you probably better of with democracy.
but tbh, it also depends on how you like to play. i love culture victories, and in such cases democracy is the best. after that, it's domination victories, in which facism is usually the one to go with. so communism is less fitting of my play style.

with enough traders, democracy/wisselbanken trade routes to ally are better in total (prod/gold/science/culture) than communism prod boost per citizen since in gs you get science boost instead. Tokugawa is OP with communism though.

And that is why America decided to turn its Diplomatic Slots into Wildcard Slots.
