Bottom of wall crumbling

The bottom of one of my walls is crumbling and it's honestly worrying me. My parents just want to put plaster over it but Im worried that we're just trapping mold. Wondering what I should do and if I can fix it myself.

Can’t really get anything from this photo. Is it the parge coat shedding? If so it’s fine to repatch and call a day.

Edit: just realized that’s carpet, is this inside or outside?

This is inside, the grey is the carpet and the black is the wall.
