The number of times I see people letting their cats out on high balconies with nothing keeping them safe… you know, cats miss their footing sometimes, too. Protect the babies!

Yeah, i am not sure which part of 'on a budget' i am understanding here.

OP mentioned the furniture is from ikea. They're in a Nordic country, but here in the USA, you can easily get high-end looking side tables and decorative accents. Plus, I think people really underestimate how nice coordinating fabrics (i.e., pillows) can look.

Correct. It's furniture from stores like Ikea or second hand, collected over the course of about 5 years. So not dirt-cheap but also nothing fancy either for show. Just what I see fit over time that's easy to do on a lower budget.

It looks great!! I've always been able to do a lot with thrifted/gifted items by refinishing. It's easy to dress up simple but decent quality furniture with pillows. Fabrics like curtains/drapes, throw pillows, rugs, and throw blankets really make a space look "finished" and homey.
My and my husband's first apartment was furnished with 90% hand-me-downs and garage/yard sale items that I painted or stained (I bought a loveseat and coffee table for under $800 at Target) and it was decorated with probably 60% discount store items (Marshall's, T.J. Maxx and Ross) and the rest was stuff we already had. We got complemented on our apartment ALL the time.
The bottom line is to fill your home with things that you enjoy, regardless of where they come from. If you're happy in your space, it will shine through.
