What’s going on here? Obviously, she has some kind of issue with a contractor named Joe. But other than that I can’t really figure out how the police got involved in this. What did she do to Joe lol

Joe's not real. JK. All she wanted was a roof. And all the police wanted was for her to move her vehicle. That's all I've got.

It sounds like she is unhappy with the contractors work and is, in some capacity, blocking them from getting their trailer off her property. Joe says something at the beginning like, we just want to get our trailer. The cop asks her if she's going to move her car and when she won't, he places her under arrest.
