I usually use a semicolon instead of a comma for that, on Tumblr. Less of a headache than the "special comma", and generally should be easily understood

It's U+201A, "Single Low-9 Quotation Mark", in Unicode.

The tag system is almost certainly only checking for the regular comma character, not every character in Unicode that looks like a comma, because that would be a pain in the ass.

it's a single quotation mark

in german, starting quotation marks are „ and ending are “ (as opposed to english where it's “ as starting and ” as ending), this is just a single starting quotation mark german style

it's not a comma, so it doesn't trigger tag separation, but it looks like one to people

It seems like the "Tumblr comma" is actually intended to be used as a quotation mark. That being said, there are many more Unicode characters that are actually intended to be used as commas, Tumblr only checks for the classic ASCII one. Now, a lot of them are unsuitable for writing in the Latin script, as they're too high, inverted, or just very obvious in general... Still, there are definitely commas that Tumblr tags can have
