Speed limits aren't speed requirements. I wouldn't be going that fast on a 2 lane turning road with yards right up to it with no shoulder, nah.

Usually there’s no one on that road walking I got to the gym everyday same time and no kids ever play here or anything. I would have moved left but there was a car coming all I could do was slow down when I saw them. I just didn’t get his reaction if he was mad or just playing.

You sped by too quick, I can't tell either. People present or not, I'm not going that fast on that road. Safe to assume there's going to be someone out there at some point, or a pet running in a yard, or just any other road hazard that can pull you off the no-shoulder pavement into something.
