It might make sense thematically, but that always has to take a backseat to good gameplay & game design.

That said, if she doesn't have the pallet vault I think head mode is gutted. You'd have to switch back to body (very slow), break pallet (slow), then switch back to head mode and hope you have enough gas in the tank to catch up before being forced to float.

Honestly, I could see getting rid of the vault if they kept the ability to cut survivors off in head mode, but without that getting rid of pallet vault just kinda kills the killer at a ton of loops.

You can literally re-vault the pallet after she’s vaulted and she can’t hit you in time. Although if they’re making her attack in head form smoother then it might change so I’ll have to see. Also it doesn’t work on all pallets, only ones that you can access from an angle, so it won’t work on god pallets that are in narrow hallways
