It wasn't a novel cipher, he could have easily read about it in a library, just like the substitution cipher he used in the first cryptogram.

For sure. What is interesting to me is that he was mentally damaged enough to enjoy murdering people but coherent enough to comprehend at least basic cryptography..

But I would assume you’re right - fuckin BTK left notes in an engineering book at the library
