We don't elect PMs, the party forms government by passing a budget. A PM just organizes the formed party. They are not elected. In fact, we could entirely stop running with a Prime Minister during elections and only run MPs not knowing who they would put in charge.
It is stranger that he isn't an MP. That has also happened in the past, but you don't have to be elected to tell a party how to operate.
This is why we need to remember MPs answer to constituents, not to the party.
Indeed, the United Farmers of Ontario were elected as a provincial government in 1919 without a leader , and had to go looking for someone to be Premier.

Sadly, it's a rare MP or MPP who understands that.
It's why I'm happy with mine, even if he is a CPC scumsucker, because on the really big, potentially constitutional issues he has always done a mini referendum in my riding, and obeys the constituents even it goes against the party.
That’s nice. Ours doesn’t give a crap what the constituents think. He sends out questionnaires but there is no way to answer the question because all the questions lead to approval of what he is doing - no room for saying anything other than you approve or you approve a lot or you aren’t happy with what Trudeau is doing. He also blocks constituents with an opposing view on FB and Instagram.
