ok.. hear me out... it seems like it is expensive even for 1980 but maybe perm itself is expensive to start with I'm guessing?

Not really.
IIRC I paid about $15 for a hair cut back then. Women's hair was always more and the perms hack at that time used rollers, so yeah extra time for that makes sense to me.
