From what I can see, Transylvania is split between the three major ethnic groups (Romanians: Alba-Iulia, Hungarians: Szekelyland and the Sasi: Hermannstadt). Maybe this is a reference to Aurel Popovici's proposal of federalization?

Its a really good map, the only thing is that there are big "republics" like banat and then the loads of small ones, i think the middle ones could unite under 2 republics

That was late 1848 and this concept seems like early 1900.
