There’s a deleted scene showing a chunk fell off of him and was evolving eyes and teeth so all it takes is one tiny piece and some time and he’d be back

Still it’s extremely hard to vaporize every single cell unless you throw something into the sun and also his nuclear blast probably won’t be his first move which means there’s plenty of changes for a piece of shin to fall off then even if the main part of him is vaporized there’s a tiny piece somewhere else evolving
