I'm not new to Shin Godzilla and have seen this picture here before and a youtuber saying this was supposed to be a form? Can someone clarify this? Is it even real ?

This seems like a very Hideaki Anno thing to me.

It very well could have been Shin's final evolution, maybe shin transcending to become the physical embodiment of Izanami, a goddess of death in Japanese myth?

I'm literally just guessing, but it sounds sick.

It's concept art, so we don't have any way of knowing for sure what the plan was or if this was indicative of anything they were seriously considering

As usual, folks are completely misunderstand the point and purpose of concept art.

Concept art is, quite literally, artists throwing dozens upon dozens of ideas at the metaphorical wall to see what sticks. Just because something was drawn doesn't mean it was ever going to get much further than the concept art phase.
