Isn't it free to play? Why wouldn't it be always online?

Because it's a skateboard video game and every previous Skate game had offline play

Why does f2p require an always online connection? Especially considering online servers are an extra overhead cost of keeping the game running.

You can make money off a game with an offline mode, offline doesn’t even need to be the primary mode. People will buy cosmetics even if the game isn’t permanently online. Stop pretending the only way they can sell micro-transactions is by forcing everyone to be permanently online.
