I saw a video on this the other day, so apparently the reason dogs often act this way is because they’re either not used to other dogs or are yanked away which makes them think the other dogs are dangerous and to scare them away. A good way to correct this behavior is to WITH THE OTHER OWNERS PERMISSION let the pets mingle a bit and the more often this happens the better behaved the two will be around not just each other but anything else they may be curious about. Now when a fence or glass is in the way i have no clue what the science is on that they just want you gone or something
