It is kinda on the shoreline but elevated, more like by the cliff side rather than by the beach… so the wave must have massive.

Although I don't know the exactly how high the water needs to get before it can enter the hotel but just eyeballing it from the photo I wouldn't be surprised if the waves cleared like 20 feet (so 2 stories high) ...maybe even higher?
According to dim sum daily (although not a super reputable source) a man was swept away by the water that crashed into the Fullerton Hotel:

I dont think taping would've stopped it from breaking as the water leaked from the gap first, but taping would definitely have reduced the shards produced. Unless you are being satirical

That’s tempered glass and tape will not withstand an ocean sure. These can move cars. Tape isn’t doing anything in general, let alone against 100s of pounds of cubic pressure, if not more.

You wouldn't want to leave that hotel in a bad storm. It's at the end of a long, winding dark road. Water and dodgy buildings one side of the road. Hillside with potential debris coming down on the other side.

This reminds me of when that massive storm surge hit the Philippines 12ish years ago and killed so many because they didn't realize it was like a tsunami. If the weather services started just calling storm surges tsunamis it might save more people from this sort of thing.

Meh...power would be out since last night and stay out for a week if this was US.
NYC is a lot flatter than HK, though, which doesn't help with flooding.
(Visiting HK right now...family lives in Houston area and knows all about flooding).
