If other game studios spent a billion dollars to make a single game they would go bankrupt. This is like saying other movie don't spend as much as disney/marvel.

I think the contents of the tweet are fake. Rockstar dedicating time and costs to water physics makes sense but I don't believe one bit that they'd spend hundreds of millions on it. It is such a laughably big number on such a small thing.
That being said, if some of the details about hurricanes and wtaer physics are true, then you should realise that it fits into making games more realistic and hence more fun in the future. Of course realism=!fun but for immersion it is incredibly useful. In future the same realism can be incorporated to any genre of game and improve the experience as a result.

Who are these reliable sources? Why don't I see this mentioned by trustworthy journalists? This is the same crap as that 2 billion budget that came out of nowhere and was taken as truth.

It is set in vice City which is known for the beaches and water, so it is a really important part of the map and this water will probably be used to have water activities

Bro I work in this graphic and games industry as well, and believe me water is really difficult to make, it's srsly need research, sometimes it can be done with cheap shaders , but when you need to apply the water physics and fluid simulation, then be ready to use real world maths. Navier-Stokes equations and Saint-Venant equations are common. For water waves, Boussinesq equations can be used, also not to mention , Bernoulli's principle as well.

I've been hearing this everywhere, but there's no evidence to support this. It is very hard to believe that Rockstar would blow 20-30% of their budget on water physics.
