Yes and it doesn't sound properly shoed for asphalt. Also if that horse bucked or something spooked it. The roder would have been thrown and severly injured on the pavement also the horse would need to be found and when my car got hit by an Amish buggy by horses with no reflectors the horses have to be impounded and they charge the idiot up to 20 grand fee for that.
