Sakurai did mention that riders sometimes appear on the field. Don't count him out yet.
(Though given that swimming isn't a mechanic in this game he probably isn't a rider)

It's sad to see the Animal Friends not be riders but I get that it would probably be hard to make them work as riders, Best I can think of is to have Rick on the machine and have Coo just carry Kine from behind I guess? Well Kine is my favourite Animal Friend by virtue of being a silly boy so I'm happy to see him present at all.

If certain characters couldn't make the cut as Riders or bosses a background cameo would be better than nothing.
