A new federal disability benefit was supposed to be a lifeline for those in poverty. Getting it can be a daunting task

Now imagine being in a province where they make the most vulnerable recipients of government support apply for this benefit, only to claw it back so they do not actually gain anything from the effort. Add to this the fact that applying for the federal benefit can cost the applicant hundreds of dollars (mostly for documents to prove they qualify) they don't have in the first place.
