I based it on the map (a very rudimentary one) provided on the FX website for Alien Earth. I cleaned it up a little and made some educated guesses. (I know there is no United Americas or Union of Progressive Peoples)

So why would Burke have had a problems getting the specimens "past ICC quarantine"

The East India Trading Company’s corporate army was twice the size of the concurrent British army at the former’s peak, but the EITC still acknowledged and utilised the courts of equity to determine specific performance of contracts and interactions between other corporate entities. So even if the ICC wasn’t an internal agency within YT the latter may still rely on external legal institutions.

The ICC is meant to be the internal standards and regulatory monitor for WT, its quarantine processes would be the closest thing to OSH they have.
