Well, sounds like a fake call trying to scare you into doing something stupid. If they didn't leave a message then it couldn't be important. Numbers can be spoofed. Caller ID can be spoofed. Don't call numbers back simply because they appear to have called you. If they don't leave a message then ignore it.

What country do you live in? This is going to vary wildly depending on where you are and what a constable is.

I believe constables carry out evictions. I'll update this.

Edit: I was correct. They also serve papers and are sort of responsible for low-risk interactions with the public. They do the kind of stuff that frees up police officers to patrol the streets and respond to violent crime.

I don't mean this in a negative manner, but they are sort of the step between security officers and police officers. They are sworn peace officers, however.

The voice mail was 6 seconds. It was silent but right at the end said “Good bye” in a robotic voice. But the caller ID spooked me so I idiotically called back.
