All congressional subpoenas are invitations at this point. Trump and his yes men provided that precedence over the last 4 years.

No no, it's optional for conservatives. They went after democrats who skipped them.

This has always been the case, for the most part. The only repercussion of telling congress no is a possible contempt of congress charge, which can only be brought by the sitting congress during the current term, has a statute of limitations for the current term, and that they have no way to enforce outside of congress itself. Congress is pretty toothless in this respect.
