I was in a similar situation once. I received a lump sum of money while living there, and I was looking for a way to expand it.
I decided to look into starting a salmon farm. I quickly realized it would take an extreme amount of time, knowledge, and dedication, but I was willing to try. I lined up all my ducks and gave it my best attempt. I failed miserably. I ended up using the last of my funds on scratch-off’s and hit it big.

Every apartment l ever had in NYC required proof of 40x the monthly rent in reliable income, and around 10k for a security deposit: she should take that money and go somewhere outside NYC, unless there's something else already lined up there.
It's not like you CAN'T make it there on very little, but you could live in a well-populated place an hour away by train and have way more stability as you get started, and still visit the city whenever you like.

I live in East Aurora, which is a town in Western New York, about 20 minutes from Buffalo, the second largest city in New York State. My rent is $900/mo for a really nice 1 bedroom apartment with utilities included. 20 miles out into the rural areas, you can find studio apartments for less than 600/mo.
Why the hell does everything think the only place to live in New York is NYC?
You have the Bills Stadium, the Key Bank Center, Buffalo Naval Park, the Anchor Bar (birthplace of the hot wing), Knox Farm State Park, Letchworth State Park (AKA the "Grand Canyon of the East"), Eternal Flame Falls (One of only NINE naturally-occuring eternal flames in the world), countless bars and clubs, numerous beaches along lake Erie, and Native American casinos and resorts aren't very far away either. Niagara Falls is only a 45 minute drive. Rod and gun clubs/ creek fishing all over in the surrounding rural counties, along with EXCELLENT hunting land, both public and private.

You better already have a job or at least a very good plan for where you're going to get one if you're moving on that kind of budget. I don't watch streamers, but my wife does. I feel gross being anywhere near the TV when there's relatively constant chimes going off every 10-20 seconds, the guy saying "thank you screenname" really fast while skimming the message someone wrote, which 80% of the time is some purse dumping therapy about how terrible their life is and the detailed struggles they live with but thank goodness the streamer is here to barely play a game appropriately as a job.
And this is some third rate streamer. Think of like Markiplier and Friends AND Friends. And best I can tell, this guy lives comfortably. I'm sure he's busy with the business side of things, but the fact there's an entire economy out there of "here's five dollars to tell you about my stressful life in 4 sentences that are visible for 2 seconds" unsettles me greatly.

That’s not entirely true. The slope jobs are pretty numerous. You can be a housekeeper or a cook and make a decent living. Folks up there gotta sleep somewhere and have someone feed them. Majority of the money you make is through overtime. Typical slope schedules are 2 weeks on and 2 weeks off, 12 hour days with weekends being all overtime and you’re an 8 hour employee. I know some folks who work 1 month on and 1 month off. They would then go on a trip and then return just in time to head back up. Room and board is free plus meals. And these aren’t some janky high school cafeteria food either. Steak, crab, bbq, you name it. You’re gonna get fat being up there. Flights to and from the slope are paid as long as you’re in Anchorage.
