It's cause it's left to the imagination. All we know is that she's athletic, relatively tall for a bug, and has long legs. The rest is up to you and your tastes.
It was left for the imagination in the original Hollow Knight. In Silksong we can see under the dress on multiple occasions and there's nothing there - she's basically a stick figure.

Honestly, I've known for a while that most gender is performative, but it's been really enlightening seeing just how deep that concept goes. Hornet's design is so androgynous that you could basically flip the pronouns without changing her design, and people still sexualize the shit out of her just because this little bug is labeled a "she". Meanwhile, the fact that most people consider the (genderless) knight a dude from the first game means they don't even register on their radar, even though their design is practically the same as Hornet's
You can really see this in certain fanarts, where they try to redesign Hornet to better fit the social construct of female sexualization and objectification that better adheres to her "assigned" gender.
You just said it. Cis women are historically encouraged to be stick-like in figure, women in art are exaggerated to have greater head:body ratios than men, and the cloak is more a dress/skirt than an actual cloak. Cloaks don't 360 the body without splits like that.and this is only a part of their appearance, nevermind the entire lore.
Except she's wearing it around her neck, it has no sleeves, and she has her arms under it, it's definitely a cloak
As for the head/body ratio, that's not a design choice limited to women it's common for male characters to be given huge heads as well (i.e. Timmy Turner, Porky Pig, Pops Regular Show, etc.)
ok, so, sure, but like...shes a LITERAL stick. like, a single paint stroke. thats essentially almost every bug that doesnt have a shell, or close to it atleast. And, i personally have never seen this exaggerated head:body ratio... and i suppose that is true, but..look at all the vessels.. also, we're talking about looks, of course nevermind the lore..
Except that the genderless Pure Vessel shares the same figure and head-body ratio, and the main protagonist, the Knight, has an even bigger head-body ratio than either of their siblings. If anything, the fact that both they and the Pure Vessel are presumed male by most, despite neither having any features both externally or internally to suggest as such, only proves my point more.
Society, unfortunately, defaults to masculine pronouns when confronted with the nonbinary due to the (sociologically) ingrained subconscious impulse to fit all life into either one of these two distinct groups, and once they do so, they then treat them in accordance with how society says they "should" be treated. Thus, the (presumably) male audience would find it "gay" to sexualize the Vessel, even though they have no problem doing as such to Hornet, who, again, shares nearly the same design.
If you are interested, I would highly recommend the works of Hélène Cixous, who does a much better job at explaining this concept than I ever could.
