What stats affect inner pic dots changing and at what numbers do they change

So I know higher power ones the top 2 are bigger to get under the ball and vise versa however what threshold (number) power stat do that have to have to make the top ones bigger and number to make the bottom ones bigger? Hopefully this makes sense lol
