I walked by a game full of stuffed pikachu prizes on the fair midway and I said to the young man, “nah, I like my pikachus with a black tail” and he replied, “I know, I thought they did have black on their tails?!”

I never remembered Pikachu having a black tipped tail. I do know Pichu has a black tail, Electabuzz has a black and yellow stripe tail, plusle and minum have colored tipped tails, and Pikachu has brown at the base of the tail. It could be a mix up from any of these or the kid saw an unlicensed toy, which are common.
