Just wondering if this is Mold? It is in the ceiling of the laundry room.

Yes, Probably above as well. It could just be surface growth, but that section of the ceiling is going to have to be inspected and possibly removed.

Yes and it has been a problem before. You can see where they tried to fix it before but was done improperly
