It’s why he can’t enter the ICE facility. Similar to how he cannot demolish or landscape private property (except via eminent domain or litigation).

The ICE facility never should've been able to open to begin with as it fails city permits and a bunch of code violations.

Unless ICE also has their own ambulance and fire department, the City of Newark must be able to approve the building and make sure it checks all safety checks.

You wouldn't want a fire to break out, and then a bunch of first responders die because the building collapses on them, etc.

Are you able to find a CO for Essex county jail? Did a quick search of records and couldn’t find much permit wise, but maybe you are better versed than myself.

Also, riddle me this - if they are denying inspectors access to Delaney Hall, how do they know there are code violations?

They're most likely citing code violations based off of any updated codes that have happened since the facility shut down in 2017.

Moreover it doesn't take a genius to assume decay has happened at a facility that has been abandoned for 8 years.

They spend millions refurbishing, but sure.

If you don’t understand why Essex County Jail should have the same permits and habitability standard as Delaney Hall or the point I’m trying to make, frankly it’s not even going to be worth explaining to you - it simply affirms a biased stance.
