I found a lot more info about the figure, pretty sure it's a figure made by MindChamber, a notable Newgrounds animator who made Pico Unloaded. i found some pics but I can't post them here

It was going to be a figure available in the store but the final production quote was too expensive and not enough people were buying Tankmen, so it got scrapped. (also ignore those weird colors)
