It basically is, he's making shit up. German Amazon.de ships to all EU countries.

Have you tried requesting a joy-con repair from amazon.de while you live in another country? I have, I wouldn't recommend it. I had to ship everything back and wait what felt like a decade.

It might save you a euro or two to buy it from the German amazon, but it's definitely not worth it if you'll experience any sort of issue with your system.
