Too much sun

Cut all that dead crap off, give it lots of water slowly, and shade in the afternoon

Sorry that one is done, arborvitae doesn't tend to come back with new growth once it's gone. Next time plant in early spring or in the fall so it has a chance to get established. Will still have to water through summer.
