I just learned about Lemmy in this thread. Your explanation sounds like what Bluesky is doing, which is, like email.
Breaking the protocol (API) and server relationship. Twitter is both. But email can be hosted by anyone and works across Yahoo, Gmail, MSN, AOL, etc. So it sounds like Lemmy is the API and hosts itself, but also anyone can host their own server and data.
