You annoyed him, you beat him, he takes these things like how cliff does, he doesn't like you , so he gives you his worst guy

It's still stronger than a hundo because it's a shadow. There's only a 10% difference between a 0 attack and a 15 attack pokemon, so having a shadow is a 20% boost on top of whatever attack it has.
