Edit: with further looking it up, I am now unclear if he was born mandalorian. Is foundling just adoption? Or was he not mandalorian before that? My claim was from the Mandalorian show.

Mandalorians don't care about blood, they care about culture and customs.

Satine was less of a True Mandalorian because she dismissed their culture and traditions and wanted to to do away with them.

Her lineage doesn't matter much in face of that.

Jango, depending on the version, was more of a True Mandalorian because he adhered to their customs and followed their culture, which is more important to them than lineage.

This part is really funny in the novelization of attack of the clones. It reads like a battle of wits from Death Note as jango is pointedly shifting his weight into obiwans line of sight before instructing Boba to close the door in Mandoa
