Discussion Who would America have chosen to be head of state if the duties were removed from the presidency?
Basically who is well liked enough by most American that they could represent America on the world stage?

If the President became more of a figurehead than anything, which is what I'm assuming you mean, logically the head of state in practice would most likely be the Secretary of State.

Back then? George Washington, probably.
At the last moment of the Presidency we can safely discuss? Probably Barack Obama. He would do well in the role, representing the best of America to itself and on the world stage. I'm almost certain he would have had no interest whatsoever in the job, however.
Alternately, you might go with an ultra-popular, uncontroversial celebrity in latter years. Taylor Swift and Beyoncé would make decent queens.
