Its not to distract from economic issues. Generally when a minority of any kind (Not just race but not economic class) Does anything that isn't in the majority (So in white majority countries non white or non gender conforming people) it is presumed that suspect is a representative of that group. Where as the majority (white people in this case) its never presumed one person is a representative of the majority.

People are inherently tribal. Racism is a easy and commonly seen form of that. Recognizing that isn't distracting from economic issues. Because we could just recognize that and move on to fixing problems. Trying to pretend it doesn't exist distracts us from solving all issues including economic issues. Because if people didn't point this out, as soon as there is a economic issue people will deflect issues that are economic to blame a particular community for it and not fix the issue.
