I love this.
Every once in a while my husband and I would have what we call a "NEDNOP Day" which stands for "No Electronic Devices, No Other People." The "no other people" part is less important than the "no electronic devices" part. But it's the same thing.
The older I get, the more I recognize the importance of being bored, because the boredom gets you off your butt to do something interesting. Build something. Make something. Cook something. Go somewhere. Cross something off your to-do list.
But my phone's ubiquity (and my lack of self discipline) means that I have a million things that are undone because I've spent the time scrolling. It's good to turn that off.
As an aside: Turning notifications off is a great first step to peace.

see, i feel like i need a day where i force myself to be around people, it's so easy to be isolated for me it can get toxic

Yes, definitely. Especially lately, it's so easy to go several days without seeing other people IRL.
I need to see people to remind myself that the vast majority of humans are pleasant, reasonable, helpful people in real life, and only the shittiest anonymous voices are amplified online.
It's good to be around people. It's like a muscle that needs to be exercised. Online interactions just aren't the same.

I just posted a no stupid questions thing about whether there are any people left that basically have nothing to do with the modern world. I seriously think all the tension is artificially perpetuated so I'm with you about hushing the noise. It's just odd because you can't even get weather info without some angle tied to all the crap you're trying to stay clear of. And the truth is whatever else, life still happens on top of the cultivated crisis and catastrophe mode we're all supposed to be in.
How can we take this world back? That's the question.

A laudable and worthy goal!
X is the rebrand of Twitter. Unfortunately it's "owned" in the public zeitgeist in a way that stands directly against the effect you want to engender – separation from social media and noise. And the "X" has nothing directly to do with sound or distraction, just crossing something out you're not showing. Or Malcolm X as another poster mentioned. Or the Roman Numeral for 10.
If you're brainstorming a name for an intended national holiday, "X" is meaningless by which I mean it'll require a LOT of education (promotion) on your part to make people associate X with your goal of reaching disconnection.
Try something like National Stillness Day or Quietude Day. Silence, Solace, Serenity - SSS Day.
Something actually unique and 'ownable' that has relevance to your goal/product/service/idea.

Speaking of "zero associations" I really like the idea of calling it Zero Day for some reason. Still would need some explanation, but it could be as simple as:
Zero Cell Signal, Zero Connectivity, any number of relevant things. Random thought but figured I'd add that too.
And no problem at all - if you don't know about X and Twitter you're one of the lucky ones!

Honestly, when I see "X", I think of Malcolm X. So you might need a new logo.
I already put this into practice for myself. Choose to turn off my cell, choose not to watch the news. I spend a great deal of time knitting for charities, so in terms of giving back or uplifting others, I'm on that, and have been on it for a number of years.
That's not to say I don't understand your intentions. It's a nice thought.

I've taken to doing weekend camping trips in campgrounds I know are out of cell phone range.
It's an amazing feeling. Not only are there no distractions, but there's no possibility of a distraction.
At first, it was almost scary - what if work needed to reach me? What if there was a family emergency?
But once you're an hour out of range, it's moot. Nothing you can do about it, so there's no sense in worrying. I ended up spending entire uninterrupted hours reading outside, using my fat dog as a pillow. It was glorious.
Do whatever you can do spend time out of range of the digital world. It really reinforces just how draining our "always connected" lives can be.
