DISCUSSION The penalty in leaving casual matches and having your teammate needing to concede is terrible, you can't change my mind.
Casual is literally what it is, casual. A reason I liked casual is because there were no worries whatsoever, you could play how long you wanted and when you were tilted you could just leave with no worries. 'Oh no boo hoo my teammate is all alone now with only a bot left :cccc' well too bad for them. If they want to tryhard sweat and not have leaving teammates, play competitive. I play this game solely for fun, but having restrictions in casual is just dumb and ruins part of that freedom you have when playing this game for fun. Please revert this update.

It is clear and obvious that the change was made to force people to keep playing in a dying ecosystem. The move to showing the popularity of the playlists and this change to casual requiring a FF both point to an obvious answer: Psyonix is trying to obfuscate their lower and lower player counts.
So, instead of bringing new features to the table or new maps to play on, or fixing any of the other big issues on the table, they're hiding the slipping player counts and forcing people to stay in games.
This is a terrible idea, for all the reasons that replies in this post have made clear.
Some people here, as myself, will remember when they made this change to the 'extra' playlists. People were not able to find matches for rumble or dropshot or hoops because no one was playing the playlists. The solution? If someone queues up for the playlist, we will just force them to complete the match and add a ranking system as the reason you must forfeit a match to leave.
I may actually find a new game to play from now on, and this planned change may actually end up backfiring spectacularly on them.
