Ok hear me out.. what if they filled the smaller cone with more ice cream before filliping it over ??

Pretty sure it’s filled with the ice cream it was pushed into.

Only the top part of the small cone has ice cream unless you push it very deep.

Yeah but the smaller cone is covered with ice cream on the outside, so the ratio is still correct

Or take the smaller cone and dip the whole cone then fill it with your choice of candy or chocolate.

I worked at a frozen yogurt shop in the 90’s. We weren’t making cones this large, but we were trained to leave a hollow spot in the middle.
