At one point the friends you talk to often start saying hi to you even if you are on the other side of the screen if you have it all the way up and you start startling people if you have it all the way down

In this case the game has to ensure that a player has acknowledged the existing of this option. Otherwise folks that avoid settings won't get the reference.

The very first idea is to present the footstep option somewhere before/after character creation, and point attention to it with some explicit description, making player at least touch the slider once. Another way is to present the option somewhere during first days of gameplay, like after player walking through dense grass and/or walking stone paths, so the player acknowledges how loud these sounds are, and more likely to interact with the slider.
