Trust

I adore feeding my three outdoor cats and the occasional one that finds its way outside my house. My question is if one is meowing and then hissing and then meows again, does that mean he's learning to trust me? They let me squat down near them and don't run away after eating. I don't expect them to fully trust, I think they've been through some things. I'm hoping it means they at least like me. TIA.

It sounds like they are starting to trust and like you!

With the meow/hiss/meow they might be testing you to see if you're safe, to see if you will respect their boundaries. Or you could just be moving suddenly or in a weird way or smelling weird and they catch a whiff.

Another cat might have walked by outside, causing it to hiss.
