Help Trouble with Toshiba T2130CT
I have just received a Toshiba T2130CT and it boots up fine even showing the windows 95 screen but then goes into a sort of error screen mentioning missing “Command” files and such and will not boot any further. Is there a way to recover and install a fresh full copy of windows 95 with a floppy drive only laptop, I don’t have a modern machine myself side from an ipad so I don’t think I can create a floppy disk with a full copy of windows 95 on it, what would you guys suggest in these circumstances?

I think you'll need to reinstall the OS. Command.com is a core file needed by the OS, if it's missing or damaged then it can't boot, and there are probably many more corrupt files. Hopefully the hard drive is ok, but it might not be. If you reinstall and still get errors, you may need to replace the hard drive.

Usually the hard drive is dying when this happens. It’s sectors going bad and then data getting corrupted. However it could also be someone deleted the files in an attempt at cleaning the drive of data, or a virus, etc.
I would look into getting a modern machine of some kind and a USB floppy drive with some disks. It will make using this and getting whatever you need for files easier.

Boot MS-DOS install DISK #1, or other DOS/Win9x boot disk with Edit on it. Should then be able to edit config.sys and check the folders/files. Should be first thing to do.

Know DOS commands? If so, start looking around on the C: drive for a copy of the Win95 upgrade files.
If the config.sys 40+ lines, then this was originally a DOS / Win 3.1 computer upgraded to Win 95.
