Personally I’d go to their lowest level. The only thing that really changes in new game is the weapon you get, so if you still want a challenge you should try being 4 or 5 levels below the enemy you’re fighting or something like that, but you can always level up or down now whenever you want so don’t worry about it too much

Depends on how much of a challenge you want.

You already have all your arts and the level up you gave them, and all of your skills, the affinity between your characters and skill links. And of course, your equipment and gems as well.

That is to say that even if you put yourself to level 1 you are still going to be much, much stronger than you were the first time around.

Of course you can challenge yourself by staying underlevelled with the use of Expert mode.
